Episode Number: 4.13
Air Date: September 16, 2007
Season 4 Recap & Season Finale

Meghan and Diana bring Shawn to heal Tom. Marco is also there with the polonium, and they inject it, using it to kill the marked entity.

Danny helps to get Susan to the hospital. He’s perplexed that one of the emergency crew is now also sick.

Shawn tries to heal Tom, but gives up after thinking that it is too late with Tom not responding to his efforts. Moments later, Tom awakens, in shock and sobbing because he knows that he has killed people. Meghan, Diana, Marco and Shawn are all relieved.

At the hospital, another person falls ill after talking to Danny. As others begin to fall ill, Danny runs from the hospital. Danny seems to have the ability to spread promicin, and the ones that die are the 50 percent that would die had they taken the shot.

Tom is upset that he can barely remember anything except the bad things he did.

NTAC investigates the deaths at the hospital.

Danny shows up at the 4400 Center. He reveals to Shawn that he thinks he’s responsible for spreading promicin. Shawn says that he will clear out the center of non-promicin positives and ask Dr. Burkhoff to put him on the inhibitor. Danny tells Shawn that he has killed their mother, Susan.

Isabelle tells Jordan that she really did want to change when Kyle brought her to Promise City, but she realized that she has an alternate destiny. Jordan asks Isabelle to kill him so that they cannot use him to destroy the 4400 movement. She walks toward him, as if considering it, but Rebecca Parrish walks in.

Rebecca reminds Isabelle that she is under orders not to talk to Jordan. Isabelle reveals that she is ready to go and get her father now that she’s kept her end of the bargain. Rebecca refuses to comply. Isabelle says that she’ll get her father on her own by using her abilities. Just then, Isabelle is seized by a pain in her head, and falls to her knees. Rebecca reminds her that she can use the “kill switch” they gave her when she was in prison if she disobeys her.

Kyle makes a statement to the press that Promise City is not responsible for the deaths at St. Ambrose Hospital. He reveals that Jordan has been captured by enemies of the movement, but that Promise City is ready to help in the hospital incident if the government will ask.

At NTAC, some of the people begin to cough up blood, and subsequently die. Marco watches in horror as others, including members of his team die around him. It’s obvious that whatever has happened at the hospital is now affecting others everywhere in Seattle. Some people don’t seem to be affected so far (Diana, Marco, Jed, Abigail etc). The city is put under quarantine and riots ensue as people are either dying or getting abilities.

Marco and Abigail determine that everyone who has survived seems to be promicin-positive, except for Diana because she developed a resistance to promicin when she was given an earlier version of it last year by Dr. Burkhoff.

Danny is given the inhibitor and something to help him sleep. Shawn is reeling from the death of his mother, and of losing Danny as he considers turning him over to the government so they can help him.

Meghan and Diana decide to ask Promise City for help. Tom reveals that he remembers everything. He tells Diana and Meghan that he remembers where Jordan is being held. He pleads with Meghan to allow him to go in and try to stop their plans by pretending that he’s still one of The Marked. Meghan agrees.

Meghan goes to Promise City and asks Kyle for help from him and the p-positives to restore order to the city. Kyle assures her that they have a plan in place for taking over the city that Jordan already had in place. Unsettled by this, she reminds him that afterwards, she wants her city back.

Rebecca is on the phone, doing damage control by telling someone that they will take control of Seattle. Isabelle chides that Rebecca’s plan has failed. Rebecca orders Isabelle to go to Promise City and kill Kyle.

Tom shows up at the lake house and lies to Rebecca, telling her that he’s been busy doing damage control. Rebecca reveals that Jordan has been marked, and that she has sent Isabelle to kill Kyle. Tom seems slightly taken aback by that, but pretends that it’s all good for appearances sake.

At the 4400 Center, Kevin Burkhoff does a profile of Diana’s blood work, and finds that her body produces abnormal quantities of ubiquinone, an enzyme that boosts the immune system. It’s revealed that the enzyme can be purchased at health food stores. Diana begins to get the word out about the pills.
Kevin determines that Danny is no longer contagious, but if he stays on the inhibitor, he’ll die. His body is still producing massive amounts of promicin. If he is taken off the inhibitor, there’s a chance he could still infect others. Shawn tries to comfort Danny.

Tom frees Jordan so that he can escape, but Rebecca has men posted and waiting for Tom. They knock him unconscious and tie him and Jordan to chairs. Rebecca is surprised that Tom was able to remove his “mark.
Kyle and Meghan work together to control the city. Moments later, Isabelle walks in. Meghan reaches for her weapon, but is knocked unconscious by Isabelle.

Isabelle tries to kill Kyle, but couldn’t bring her self to do it. Isabelle looks around and changes the TV monitors with a wave of her hand. She reveals that she hasn’t had the chance to see all the beauty around her. The monitors, which before showed the riots in the streets, now show the ocean floor, the Grand Canyon and other peaceful scenes. Kyle reminds her that she still has time to see them. Kyle then says that they can see them together. Isabelle tells Kyle he has a good heart, they embrace and kiss, and she tells him goodbye. She leaves.

Diana and Shawn hold a press conference revealing that ubiquinone pills will help halt the process of people getting abilities/dying. Diana reveals that the government is air-shipping more of the pills into the city.

Danny tells Shawn that he’s not going to make it through this. Danny begs Shawn to kill him so that there are no more victims, and to end his pain. Shawn uses his ability to kill Danny.

Isabelle goes back to the lake house, where she kills several of the men who are guarding the house per Rebecca’s order. As she uses her ability to kill Rebecca, she is also injured by the “kill switch” inside of her. With her last strength, and breath, Isabelle burst through the door where Jordan and Tom are tied up. She releases Jordan’s bond’s and tells him that he’s free now, and to make the world a better place. Moments later, she dies in his arms.

Tom tells Jordan that he’s going to have to mend fences with Shawn, and that Shawn can heal him from being marked. Jordan says he’s willing. Tom also gives Jordan a list of 7 names (the rest of The Marked). He notes that Jordan has the resources to give these marked people the same treatment, and that NTAC would never be able to do it though proper channels.

Eight days later, there is a funeral service for Susan and Danny. Many survivors are there. Tom, Shawn and Kyle are all together.

Meghan and Diana talk about how many people have died, (9000 confirmed dead and 9000 speculated new abilities) the numbers of new abilities, and the fact that Jordan is now the loudest voice of authority in Seattle. Diana says that they cannot arrest themselves.

A crowd of many stand outside City Hall, and Jordan and Kyle stand before them at the top of the stairs. Jordan says that he did not mean for promicin to be spread this way, but that the deaths, the sacrifices ‘herald a new age".

Shawn sits in his office, looking at the cover of a magazine which reads, “Can Jordan Collier Be Stopped”.

Jordan talks to the people and press about the city beginning to heal.

Meghan realizes she has an ability (the pen she is writing with turns into a flower).

Jed Garrity has an ability (he meets an exact replica of himself at work).

Marco has the ability to teleport himself at will (he finds himself standing outside the entrance to Promise City after looking at a picture of it in his office).

Jordan tells all that they plan to guide the city, and that “we are all miracles”, and mentions heaven on earth.

As Diana and Maia watch Jordan’s conference from home, Maia notes that Jordan is a good guy after all. Diana begs to differ but Maia says that “we’re in charge now, and it’s better that way".

Kyle arrives at Tom’s home. He sees that his father is sitting alone. He reminds him that he’s been in the same place in his life (the guilt and regret of killing others). Kyle gives Tom a vial of promicin.

At the entrance to the city, the sign which says Welcome to Seattle has been spray painted, and now reads “Welcome to Promise City”.
